Western Australia's offshore support vessel market has entered a period of acute inventory compression. Available tonnage across crew transfer, survey, and utility categories has declined to levels not seen since 2019 — driven primarily by accelerating resources sector procurement activity and a dry period in new vessel commissioning.
Available OSV inventory in WA has declined 34% since Q3 2024. Purpose-built vessels under 30m are transacting at 12–20% above 2023 valuations in the most sought-after sub-segments.
The Demand Driver: Resources Sector Expansion
Major LNG, iron ore, and offshore energy projects operating in the Pilbara and Browse Basin are driving sustained demand for offshore support capability. Project operators are securing vessels on long-term charter agreements — often 18–36 months — effectively removing them from the spot and sale markets for extended periods. The compounding effect on available inventory has been rapid.
Smaller operators in the tourism, survey, and coastal utility space are competing for the same limited pool of mid-range vessels, with the result that lead times for securing fit-for-purpose tonnage have extended from 4–6 weeks to 3–5 months in some categories.
Fleet Manager Implications
For fleet managers planning asset rotation, expansion, or replacement cycles in 2026–2027, the current environment demands earlier engagement and a longer planning horizon. Operators who would typically begin sourcing a replacement vessel 3 months out are now finding that 9–12 months is a more realistic lead time for quality assets in high-demand categories.
Swan Marine has observed a material increase in off-market mandates — operators approaching us directly to identify vessels before formal listings occur. Our network across WA, NT, and interstate provides a genuine advantage in these conditions.
Opportunities for Sellers
Owners of offshore-capable vessels in good survey condition are currently in a strong negotiating position. Vessels that might have transacted at book value 18 months ago are now attracting competitive interest from multiple parties. Timing a sale to coincide with peak demand — rather than waiting until operational need forces the decision — can meaningfully improve outcomes.
Swan Marine's commercial advisory team works with operators, fleet managers, and owners to navigate supply-constrained markets with strategy rather than urgency. If you're planning a commercial vessel acquisition or divestment in the next 12 months, we recommend beginning the advisory conversation now.
